It has been “created” yesterday, so it is definitively downloaded either by plugins admin or plugins manager, and not manually, put there as both do not preserve the original dll creation time (when extracted by gpup.exe or gup.exe), reflecting only the installation date. The xmltools.dll is inside the plugins folder, but outside of it’s (missing) xmltools sub folder.
